It is no coincidence that Shiva is shown sitting on a tiger skin. The tiger is the vehicle of Shakti, the goddess of force and power. Sitting on the tiger skin shows that Shiva is beyond even her force and power. He is a supreme being.
His eyes half closed symbolises that the cycle of the universe is in progress. When his eyes are closed it shows that the universe is to be destroyed and when they are fully open, the creation process begins anew.
